The Sophisticated Offender 2010
The sophisticated offender develops a records storage plan.  His use of an electronic records management system balances his need for confidentiality, privacy and public access.  He stores them in such a way that they are accessible and safeguarded.  He does not pay for this storage or use his own, he knows how to take advantage of websites whose greed matches his own and who do not take the security of their members in to consideration, they want to be the biggest social network sites in the business and fake profiles count in their quest to offering access to millions of profiles to future customers, whether real or not.  The sophisticated offender does not carry his scam information around with him, he does not want to get caught with notes in an internet cafe or discovered by a University colleague, he takes advantage of social network sites and uses them as his own record management system.  These records then become the property of the social network and are left up to the site whether they be retained as records, the policies that apply to them, how long they must be retained and how, if and when they should be disposed of.

Capital Markets

The romance scam market appears to be run by small groups of gangsters to raise money to fund their operations.  Selling bonds and selling stock are two ways they can generate their money to pay for internet cafe fees, laptops and mobile phones, thus the victims of the scams are the stock and romance scamming can now considered as a capital market to Nigerian scammers.

They can run this business from anywhere in the world and it is speculated that they use free sites such as yahoo finance and msn money to create their personal portfolios.

Nigerian romance scammers extend invitations to their Nigerian friends (including females) and offer to teach them the art of romance scams.  Those that belong to a gang try to branch out on their own but the uneducated fail to achieve the success they desire due to their poor English skills and lack of grammar.  Females using internet cafes in Nigeria can be found at www.cafepointe.com under Cafepointe Photos and Festac Town, Lagos where the majority of computer scams originated (Wiki) have introduced female only cybercafes.

Foreign Exchange Markets

Organized scammers can and probably do follow the Foreign Exchange Market.  Scammers can evaluate and use technical analysis to follow the current market trends.  When interest rates rise in individual countries, scammers can also go with the trend of the market and target men and women of that country at that time and usually with certainty that they will receive small payoffs.
